Hair extensiins too light?

My hair color is a number 2 and I got these clip ins in the number 2 but the hair is a tiny bit too light and 1b will be too dark. I have shorter clip ins in the right color so should I put the lighter extensions on the bottom and the ones that match my hair on top? I don't want to dye them
